I'd start with some of the basics, Check permissions, download the file again, etc.
Also as I recall the process for implementing the RDS involves a few imports. Check the documentation to make sure that you are importing the .MCC files in the correct order. I also seem to remember needing to run a job before proceeding with one part of the implementation as well.
Did you run the database update?
