In the hardcoded JDBC_URL, try with mxmc_admin and the corresponding password and run the Import_start.bat file.
Definitely Keys.ini plays a major role. As Chris suggested, ensure that all the components are in same patch level.
JAVA_HOME is correclty set, PATH is correctly set.
Even I have had the same problem. I my case, the problem was the the JAVA_HOME & PATH are not properly set. Ensure that JAVA_HOME & PATH are set through Environment variables. if you set it from command prompt, they are
Non-Persistent .
