all the components are SP8 , regarding the key.ini i didn't touch that file at all.
reg the config tool , i think it is not important now since I'm doing the import through the Identity Center Console not through the UI.
FYI, i can do the import if i hardcoded the JDBC_URL and use the Schema_ADMIN user.
So i see it is become clear is relevent to the encryption only.
